Can you paint the the white inserts for the emblem?

Yes, you can remove the white plate and paint it any color you want. The white plate is secure with some 4*6 rivets, you can remove it with electric drill tool, from the front side. And you may need to buy some new rivets and use rivet gun to install it back.

The fender liners are easy to install and it gives you nuts and bolts to use , lined right up with the factory plastic rivet holes

Will it clear my rugged ridge snorkel?

if you snorkel is in the fender well then probably it will not
