Q: do the paints come watered down for immediate use? or do you have to thin for airbrush?

No there liquid already but i always add a drop of thinner in the paint cup with the paint.

Q: Can these paints be mixed to create new color

I bought these for my niece for Christmas, haven't tired them yet, but i don't see why not.
