Colostrum is jot listed in the ingredients. What is the source of the Colostrum, how much is in there and is there a reason it is not listed?

The Colostrum comes from condensed whey and the finished product comprises ~97% bovine colostral whey (fat and casein proteins removed).

How many ml per puppy weight in ounces ?

1 ml to kittens and 2 ml to puppies

Why is this double the amount here than the manufacturer website?

Because you can't get it from the manufacturer in one or two days.

For newborn kittens with what do I feed it to them with can I mix it in formula? The dropper was not ideal

I don't have kittens, only puppies, but I use a premature baby nipple on a baby bottle. You can purchase tiny bottles specifically for kittens. If you aren't giving them formula too, just squirt some on your finger and put it in their mouth.
