Does this have the song?

No, no song. I wish it did. But for the money, it serves its purpose.

Can I buy another splash guard?

I returned it because my son already bought the same item from Amazon. But it is very handy when yours grandkids to use the big toilet.3

Will this fit a small frame 4 year old weighing about 28 lbs or 14.2 Kg?

Yes! I use it for my 2 & 3 y/o. They weighed 24 & 26 when I first bought it, aged 18mo and 3yo, now they weigh 28 & 30 lb. The 3 yo can technically sit without it, but I like her using it to keep her balance, and posture, and it helps her have confidence when she wipes herself.

Does it have any other bisphenols like bps or bpf?

All components come apart for an easy clean that gets every inch. These seats are a safe option all around as they are both BPA & Phthalate-Free!
