What is the height from counter top to the top of the first cross bar? I need it to fit under a weird lip on the windowsill that is flush to faucet

It is 8 inches to the top of the first bar.

I need an extra cup rack can i buy just that?

I would not use this as a cup rack.

Our faucet is 14 inches. Will it fit over our sink?

The whole thing is modular, so you can put the racks/baskets where you want. Ours are split on either side of our faucet, so I do not think it would be an issue for you, even having a taller faucet.
