Yes, you have a few different options for rotation (still, slow, medium, & fast). the Stars they have an options always on, always off, or fades in and out. They do not rotate as the lights do.

Q: Will it play to music not connected to it? Just playing through a soundboard and PA?

If you set it up at your end to send through a Bluetooth transponder you can then listen to it through the terrible speaker😝

Yes it is a decorative light. Depending on the size of room, it may not light whole room.
