Q: How does the excavator move? Where can I activate it to move. Where is the button?

no button, its manual but it has all the major movements of real one

Q: how does the crane rope/cable wind up and down?

There is a little knob on the side of the cabin that you turn. It is approximately the size of a toothpaste lid and twists one way to lower the rope/cable and one way to raise it. Works fairly smoothly.

Q: Could the base be taken off the crane to put on a cake?

Yes, the base can easily be removed. The crane is top heavy though. My son uses a large board book to stabilize the base so I’m not sure it would stay upright in a cake.
