25 pieces...does that mean 25 complete sets? Set meaning, male, female plus 8 screws?

Yes 25 complete sets no screws I had to buy the screws at a hardware store but the clips work excellent a little tough to get back apart but they do come apart

what is the minimal thickness of backer board they can be mounted to?

I don’t think you can go much thinner than a quarter inch plywood which is what are used and ended up having to grind a little bit of the plastic and screwheads down these work excellent but very tough to get a part

Are they permanent or can the panel they are mounted to be pushed on and pulled off multiple times

They do come apart but not with out some effort
