Will it work for recording a top view food making video?

If you mean will it hold the phone over an object while you record, then yes. The clamp is sturdy and the arm can be moved easily.

Can this be use for note plus?

I have the Note 20 and I had to take my case off then it fit just fine

can it hold the weight of iphone8plus with an armor type phone case on?

I have a 6s plus with a heavy case and it holds it fine. It’s quite sturdy. If the case is very big, I’d check the dimensions though. Mine just fits. Glad I made the purchase. I use it all the time.

can this hold phone from above looking down on a surface?

Yes it can hold your phone while looking down from an upper position. I will point out though that even though the arm is made out of from what I can tell flexible metal with a coating on the outside the arm itself tends to be wobbly if you touch it if you touch the phone so you switch channels you turn up the volume the phone will tend to shake for a little bit. So I stopped using it for that reason to watch a video in bed but for just putting it on your desk and having it in great spots for convenience it's great.
