Hi, for this Safety Bollard, the two holes have been sealed , of course it can allow pouring concrete in the pipe, but you need to punch and pour concrete.

Can you drill this into an asphalt surface?

The anchors provided are for concrete. You would need a different type of anchor that allows for spreading the load under the asphalt.
