What might help with age spots ?

I wish I knew. There are fade creams available but have not tried any.

Is this a water based or silicone based primer?

It's silicone based. The second ingredient is a silicone, and there are a few others down the list as well. Anything with -sil- in the manner or ends with -cone is a silicone.
