Does it come with the oil?

No it didn't, had to purchase it seperately

Is this safe to leave plugged in all the time, even when not home?

From TheFiltery.com: "Just like with other plug-in air fresheners, Air Wick is not likely to be a fire hazard if you leave it plugged in for a long period of time. Just make sure you’re using it properly and that there isn’t anything faulty going on with the wiring in your home or office building where you’re using the plug-ins."
