I wouldn't think so. It's meant to treat fungal infections like candida. Rosacea is not an infection and is not caused by a fungus.

Can this be used on lower back & above buttocks area (below waist line)?

I originally used it on my upper chest. I also used it for jock itch and a place just above my buttocks. I assume it can be used on skin to treat a fungal infection anywhere on the external body. I have no medical knowledge about what may be effective for you. Be sure to follow product directions.
