Would this work to fill the spaces between brick patio pavers (to prevent weed growth between the patio pavers)?

This is not a filler it is a bonding agent. It's like a super Liquid Nails. Sounds like you should use grout between the the pavers after you use ground clear. I live in Florida and have to ground clear ever couple of weeks.
