I didn't quarantine my plants, and I didn't have any issues with my particular plants -- they arrived well hydrated, very green, and they thrived in my tank. I was very happy with this seller. However, it's always possible there is something living on the batch of plants you receive, so it's probably best to quarantine if you don't want to take any risks.
