These are just inner sleeves? Do you have to buy outer sleeves to double sleeve these? Can you use them with just the inner sleeve?

I used these inner sleeves to protect cards in my board games and that works fine. The only difference between inner/outer sleeves is the thickness. If used a lot, I've noticed that the cards protected with inner sleeves tend to tear (the sleeves) more often. That's the only difference. Some cards I protect with thicker outer sleeves (I've never felt the need to double sleeve cards for games).

Do these fit japanese pokemon cards snuggly? or are they too big?

In my opinion they are too tight. I worry I will damage the card. I would use a normal sleeve with a top loader. They do fit but very tight.

are these safe to use for archiving/storage for a long period?

Yes they are non acidic but keep in dry place
