I have a two yr old bottle that is still good.

Does this remove gum from car tire without doing damage?

It is citrus based so it shouldn’t do any damage to a tire. I used it for road tar on paint and it didn’t harm it at all. Worked great for tar!

Do I use this before a car wash or after？If after, do I need to dry my vehicle first?

On my vehicles I use this after I wash them.I also dry my vehicles... I apply the product, let it stay on the required time then I gently take the product off. If I need to I will apply it again.....
