what is the width of this item?

At it's widest point it is 21 inches across (the knobs on the edges). The platform itself is 19 inches. I am using it right now and had a tape measure handy.

does this have something on the bottom to prevent it from sliding around?

The feet have grippers. Mine is also on carpet & next to the hard drive so no slipping.

How high is the highest measurement? How high is the lowest measurement?

Four and one half inches usable height. I say four and one half inches although it can be extended an inch higher but mine will not maintain that height under much pressure. Lowest: a solid inch and a half.

is it high enough if i don't want my feet to be below the level of my bottom while I'm setting on desk chair ? cuz i have sweelling if kept feet down

This will not raise up high enough to keep your feet at the level of your bottom--but it should keep your thighs parallel to the seat instead of them hanging down and putting pressure on the backs of your legs--which can also affect swelling. It has really helped me with back pain from sitting extended periods for work.
