What is the exact amount of space between the smaller shelves?

I don't remember. It was not what I needed and I sent it back.

Can this hold a size 14 men?

I wear a 12-D shoe and two pairs (dress shoes and sneakers) can just fit in between the vertical bars on the right or left. They protrude and inch on the back and front and a half inch on either side but it works. A 13 or 14 would likely not fit. Love this product though!

Are there drawers that can fit inside the spaces. Or baskets that will fit?

No drawers come with this but if you have some small drawers or baskets it should fit. Keep in mind the outer racks there is only about 6 inch space in height. But the middle rack space is about 13 inches in height.

Do heels sit flat on the rack or do they fall in between the bars?

Only the top rack has a solid base. All other racks has at least three bars with over 2 inches of separation between them. The top rack is not solid material, it’s like a canvas cover to eliminate any openings.
