Q: Do you need to use a primer first if using this to paint metal (brass knobs and frames)

I don't know if you must use it, but I used it to paint my old gold tone door knobs. They turned out beautifully.

Q: Can it be used on plastic? Prep? Finish?

The plastic would need to be sanded lightly in order for any paint to adhere well.

absolutely - but make sure the item is very clean prior to painting.

Q: Is the paint water resistant? I plan to use it for decorating a glass bowl which would have exposure to plenty of water.

I applied this paint to a bath tub faucet, which got wet regularly with no problem. However, the faucet is metal not glass, so I'm not sure what results you will have.
