I don't see an option for tan but I need tan for my Beckett Simonon shoes, which color would work best?

I would use #03 light brown with a natural wax paste and in my case I would use a dark brown paste to burnish the cap toe, but if you want to stay true to the original color use the light brown with two to three coats of natural wax on the cap toe

What is the best way to use this for polishing cowboy boots? They are elephant hide.

Use with application brush, you find them on the same page. Apply with small amounts. More is enemy of better. Polish with horse hair brush. To get better shine after polish apply the saphir wax as a second layer and polish again
