Okay, so you wet it, and wrap it around your neck? Doesn't it drip onto your clothes?

Correct. If you over saturate with water, it can drip onto your clothes. We recommend wringing out excess water before use to prevent this from happening.

Okay, so you wet it, and wrap it around your neck? Doesn't it drip onto your clothes?

You need to wring it out, it stays wet for about 2 hours depending on the climate where you live. Also good to keep in refrigerator. Nice and cool when you come back in from exercising.

I'd like to sew this into a dog coat for my dog, but as it's stiff when dry, I'm finding it hard to do. Any suggestions?

Sorry, no, it would not have worked anyway, to thick and heavy.Try looking further, thought I saw some on here or elsewhere designed as a coat or vest

can it be cut into different sizes?

Hello Monica! Thank you for your question. Yes, you may cut it into different sizes, but once you do so there is no guarantee as to the longevity of the product.Spray Foam Systems
