Is this a flat or shiny finish?

Kind of a "Satin" not too flat...not too shiny...very good stuff. I just coated my boat seats! Saved a ton getting an extra year or two of use before I replace them.

Can it be use on bleach spots on house carpet

if you mean after the bleach has dried, I would say yes. This is great stuff. It will take multiple passes because it is thin but I would try it. And I have been using it for years - but never on wet bleach.
