Is the top a cutting board

can be used as cutting board, it is bamboo

is it suitable for outdoor covered patio use?

Heavy humidity or water will DESTROY this bamboo kitchen Island. That being said I have had one for quite a while in my kitchen. If you need something for outdoors I would suggest a plastic utility cart. It is not very stylish, but they can be strong and functional. Some of them also have drawers in them

I'm looking for a counter height of 32 to 33 inches. Would it be possible to cut 2 to 3 inches off the legs, above the casters?

You can cut the legs flush with the bottom of the lower rack....this would give you a counter height of approximately 33 inches. For a lower counter height, you'll have to move the lower rack up proportionally by redrilling the countersunk screw holes that attach the lower rack to the legs.

What are the inside dimensions of the drawers.
