Q: Are they allowed in airplane carry-ons (TSA approved)?

Direct quote from the TSA website: Scissors with blades smaller than 4 inches, small needles carried for special medical needs, and other sharp objects that do not contain a blade may be placed in carry-on baggage.That said, airport authorities in New Zealand confiscated a pair of these in 2012.

Q: are they sharp enough to cut light fabric?

I cut all kinds of stuff including thin fabric; loose threads; plastic ties; small plant stems; matted dog hair (especially good for this); the points are not terrible sharp like a pair of stitch-removing tiny scissors would be so they are safer to use on dogs in my opinion. They are surprisingly sharp on the cutting edge and very sturdy.

Q: Do they fold together anymore than as shown in the picture. Maybe the two circles put together? Or do they stay laid out like the pic?

They are as shown in pic. Very small but great travel scissors.

Q: Difficult to open, close & cut, too much tension. We lightly oiled, still very difficult. Is it defective or have others had the same problems?

Don't send back for being hard to open, it's easy to fix. The ease to open and close the scissors is predicated by the friction developed by the "U" shaped handle below the finger holes. Open and close the scissors a few times and you will see how it works. Don't use messy oil that will rub off in short time, just bend that "U" shaped metal handle together just a little with plyers and scissors will open and close easy being careful to not bend to much. If bent to much just take a screw driver and open the handle up a little
