Does anyone else's eyes burn and now peel?

That's likely happening because facial retinols are not suitable to be used on the eye area. You can purchase a retinol specifically for the eye area/eye creams, caffeine eye balms are even great, but this product for your face will irritate your eyes. You should be applying this retinol on or above eyebrows and just below where your eye socket starts above the cheeks. Basically, avoiding wherever your sunglasses would cover.
