How to I get 9v to pass through this connector?

These are dumb connectors: whatever you put in is what you get out. If you're looking to take advantage of a variable power source, I can't provide guidance on that as it's a complicated topic.

If i build male usb c to c cable for audio it will work?

It will work if you are very careful with the connections and choice of wire. It's easier to buy a commercial cable.

If the input voltage is 12v and this is pluged into a 5v device will the PCB board only provide 5v?

Hi Carl. This is strictly a passive connector. It does not transform the connected voltage in any way. Generally, it's safe to apply 5V to a device connected to a USB-C connector. Phone quick chargers use higher voltages, but resistors must be connected to "program the device" to accept the higher voltage. Please only apply 12V through this connector if you know exactly what's happening. We used them to slow charge phones from 5V.
