Can this product be used without the metallic add-ins to achieve a translucent effect?

Starlike EVO 113 Neutro can’t be used alone because it isn’t translucent. (It’s based on quartz and not glass) and the final color is a Brown/grey not nice to see and not transparent/translucent like Crystal 700. Better to choose a color from our color chart in this case or use Crystal if you want to have a translucent effect.

can i use epoxy grout over existing? Will it bond to existing outdoor grout?

You can use it over existing grouts but you will need to dig out about 2cm of the existing grout.
