For the bike hook, i am not able to adjust to any position because there no thread on the hole, unlike in the picture. Are you able?

Yes, the side hooks are not adjustable for angle, you can only move them along the rail.

My garage has low, 7-foot ceilings. Would I be able to mount this shelf with room to put things on it and bicycles below it?
