Probably, and I wished it wasn’t

Will this keep out yellow jackets

I doubt it. It stretches as you place it over plants, which enlarges the holes. Good at keeping out rabbits, birds, etc, but not slugs or insects. If you used it as it comes, without stretching it, it might keep out pesky yellow jackets, but I wouldn't bet on it.
