Q: Is this glue waterproof? I'm looking for a sealant for a customized license plate frame with glitter and rhinestones. Thanks!

Despite the description, this is a spray adhesive. It is NOT caulk. I suppose you could use it as a top coat to protect craft items, perhaps including a decorated license plate. Gluing the back of, and top coating, jigsaw puzzles, also comes to mind. But you may find that a clear spray acrylic sealer is more in line with what you are needing/desiring.

Q: Why does Loctite says not recommended for headliner?

Hello, not sure why they do not recommend. I have used for more than 3 years now. I sell used cars and on the older Mercedes, Volvo and BMW, I'm constantly having to repair sagging upholstery. This product has served well. If used correctly. Hopes this helps.

Q: Will this spray and secure paper labels to a box or envelope?

I would not recommend it for this, it comes out a yellow-beige color so my concern would be it would discolor the paper.
