Is it made in China?
I think... by the price probably it  couldn't be made in USA.

Some of their stuff, I think, is made in the US, but a lot of it is made over seas.  Fortunately, the owner (the round guy with a lot of enthusiasm) is very specific and demanding about what becomes a "Cold Steel" product, and allegedly has visited some of his overseas manufacturers to ensure that what they are making is in line with his desire to make strong, powerful, truly functional swords and knives.  So yea, I a lot of their stuff is made in economically favorable countries, but their deal is making sure you get a high quality item that is cheaper than Made In The USA products, while still being better than a lot of the other stuff out there (if you don't mind the extra weight and thickness of Cold Steel products).  Over all, their stuff is great.  If they release a lemon, the Internet will let you know.EDIT:  I have the Tanto Spike too.  Sadly, this knife is not really what Cold Steel is all about.  I believe it is 440 stainless actually some 41xx something german stainless) , which is an industry standard, but you can't use this knife like you'd use other Cold Steel products.  Personally, I was waiting for my idiot brother to unlock the car door, I lost patience, so I took out my Tanto Spike and tossed it into the ground, just to do something purposeful like work on my knife throwing skills.  Retrieving it, I realized I hit a stone, and the tip was completely mushroomed.  I wrecked the point in a bad way.  One stone, 440 steel didn't stand a chance.  So yea, I wish my Tanto Spike was in Carbon-V, even if it had to be thicker and heavier than the original.   HEY COLD STEEL:   Make this wonderful knife in CV, please, thank you.

Any of you use this as a throwing knife?

The balance on this knife is not ideal for throwing. You would run the risk of giving your opponent a weapon to use on you.  Not a good idea to run the risk of throwinf this knife.

How rust resistant is this knife? Considering taking one scuba diving and saw this was stainless

It is stainless, hasn't rusted on me and my blades tend to rust, cause I put them away diving. I do feel that rust is not going to be the issue when diving but the sheath's retention in water.
