Q: Why won’t my remote pair? I have tried the reset “speed+ and speed-“instructions. Red light flashes on the remote but no response from the lights

I have the exact same problem and yes I have removed the insulating sheet. How else would the red light on the remote flash?

Q: Is this rated for 12A peak or 6A pics and specs are contradictory

12A peak (maximum for fraction of a second) with a 6A nominal ( constant running) .. but would never run these over 3A nominal if you want it to last more than a few hours.
