The 18inch will support a 7' umbrella but will NOT keep it upright. Mine blew over immediately in a moderate wind even though the umbrella was cranked shut.

The base comes with plastic inserts that allow for a 1" pole or a 1 1/2" pole. Without the inserts it will hold a 2" pole. I am using the insert for the 1 1/2" pole and it is working just fine.
