How far can this extend from wall?

Is the mounting bracket compatible with the back of an LG 32" computer monitor?

If your monitor says Vesa mountable it will be. The mounting bracket has two holes on each ear for different designs totaling 8 holes. That's wide Vesa and narrow compatible.

Could this be mounted upside down? For instance, at the top of the wall with the arm vertically under the wall bracket?

I don't think so looking at it. But if you are trying to get a solid anchor point for the base, you could just anchor a board at the top of the wall and bolt the arm base to the board
