As quiet & comfy as wearing a black bin bag
I bought this as it is described as being suitable for hunting. I don't hunt, the only shooting I do is with my camera but I wanted something I could fling on over my clothing on the rare occasion I'm sat outside somewhere trying (& frequently failing) to get some nice photos of wildlife in the rain. I figured it would be at least reasonably quiet if it's suitable for hunting, but I'd make less noise popping a cheap black bin bag over my head. Any wildlife would disappear pretty quickly unless they were very hard of hearing. It should be fine for just keeping dry if you don't mind rustling like the trees in high winds!

Had to customize it
The hood is too big. It keeps the rain off your head ok if you don't mind tightening the hood to the extent that it's covering your eyes, otherwise it'll just blow about all over the place. I had to stick velcro in four places around the hood and make folds (one set near the top of the head, one further down the back of the head and one on each side just above the neck). It would also benefit from having some kind of hanging loop to hang it up when it's wet.

Overpriced poor performer
Got this for a week camping at Nürburg. Thought spending a bit more would guarantee great waterproofing. However I found the incessant rain still started seeping through. Maybe no material in ponchos is perfect but you’re better of spending a fraction of the price or getting a plastic one. Would recommend a hard avoid.

Is this legit?
Has a made in china label so I doubt this is issued to us troops. The cordage on the stuff sack is frayed after a few weeks and second time of use the plastic clasp to tension the hood fell apart. Not impressed. Also very sweaty rubbery feel compared to the treated and gifted ponchos I own.
