No, they are not flared. However I have not had any issues with the dowels releasing.

Q: When forming the stock for the dowel plate, must it be oversize and round, or can it be square stock?

The stock can be square but you will likely have a fair amount of tearout as the stock is forced through. If you can even trim the corners and turn the stock into an octagon close to the size of the hole you will have better results.

Q: Does the dowel come out smooth ?

I really like the tool but the dowel's come out a little rustic but that's part of why I wanted it. but the more prep you do the better the jig will work
