Yes it will. I have 2 CO2 cannisters, 2 tubes, levers, mini toolkit and room to spare for something like a garage door opener.

Q: Will this bag hold a Samsung S9 phone?

I have a Samsung Note 9, with a water proof case which measures 7" x 3 1/2" and it would note fit in the bike bag.

Q: Bike tools, pump, tube, and a heavy chain lock will this all fit?

It will be tight. I fit a 29er tube a c02 and the tool and a chain tool couple zip ties and some allen wrenches. Been working good for this race season in Arizona.
