The transmitter (tx) and receiver (rx) are different. They are clearly labeled. The transmitter is connected to the HDMI source. The receiver is connected to the TV/monitor.

If i connect the transmitter output to a poe gigabit switch, will be able to see the feed on my laptop using ndi?

We used this to extend our video source from our sound booth in a church to our Fellowship hall about 160' away. Video is great, but not sure if NDI will work the way you're asking. It sounds like you are splitting the signal. if you are using ndi at the point of transmission, then it should carry over to the output end as well.
