It can be either. Using the supplied power adapter works fine without using poe.

Can this only be used with a peplink router? If not, what router specs should I shop for?

We strongly suggest you use the AP One AC Mini with Peplink router as you can use InControl 2, our cloud-based endpoint management system, to manage your whole network set-up. The AP One AC Mini is a 802.11ac Wave 2 access point. AP One AC Mini requires an AC Input 100V-240V, or DC Output 12V, or 802.3af PoE power input.
