The fasteners are not ‘shiny’.They are however (the fastener part)very thin flimsy,and have NO depth in the fastener.every time I would use one it would break.

Q: For 1/4" fasteners, how small can the hole be?

Depends on what you're pushing it through. We managed to make our own holes, we pushed them through craft foam sheets.

Q: How many of each sizes come in the package?

Mine was the only size I ordered. I didn't order one with multiple sizes.

Q: This may be an odd question, but how deep is the cap part? Like how far does it stick up out of whatever you have them in, if they're in all the way?

They were fairly shallow. As is about 1/16th inch.
