Will it hold lock picks?

Yes as long as the handle is not biger then 1/2 " it will work nicely

Will it hold a 13.85 inch brush or will it poke out of the top?

It measures 14 inches top to bottom so your brush should fit. I marked one end as top with a magic marker so when I’m done painting and I put the bag away at a workshop I always am certain the brushes are pointing up. Also it’s a great bag for letting your brushes dry

Can I put fan brushes in here?

I don’t see any reason you couldn’t . You might have to skip spaces on each for other brushes to keep from squeezing fan brush up on sides . I got fan brushes in mine .
