It has a tube running inside (a straw) so that when you squeeze the bottle a little, the top fills up to provide the ideal amount of rinse to do the job. Keeps from wasting the contents by pouring too much.

Yes it is. And if you over-fill the little cup, as in fill it with more than the recommended dose, the excess is sucked back into the bottle through the same little holes that filled it when you un-squeeze the bottle. Very simple, very clever.

Q: Why does it state "Zero Alcohol" on the front label and the back label lists benzyl alcohol as an ingredient? Has the meaning of zero changed?

Probably referring to Ethanol. Benzyl alcohol is more a flavoring. It interacts with another ingredient(s) to form benzyl cinnamate. So technically it is no longer present in its manufactured state. FDA regulations require the ingredients to be on the package. Benzyl alcohol is a methanol which could be hazardous
