Mfgr specifically recommends ONLY for *over* age 3. Even tho the balls are "permanently joined together*, the unexpected does happen, and the individual balls are only 1.5" diameter. "If it fits in a toilet paper tube, it can choke your kid" is what we went by 25-30 years ago; be mindful that toilet paper tubes are now at least an inch shorter than they were before they started shrinking EVERY SINGLE THING!! So, no, don't give it to an under 4. And watch em til you're sure they aren't gonna try putting in their mouth.

is this for children older than 3 years of age?

I bought the art ball for my family and my kids were in their teens. Toddlers would find the colors interesting and since the art ball can be moved around that would keep their interest. I would be concerned about the size of the ball, if the art ball came apart, because it could fit in a small child's mouth. I think it is for older children because I bought it for a puzzle/art/mental challenge, not a toy for a toddler.

Can the rainbow 20 be separated and reconnected into 2 -10 piece toys?

Yes! The balls on the Playable Art Ball are connected by joints, so each ball can be disconnected and reconnected again to make other creative designs. Please note that each ball has two joints, one joint on each end. Therefore if you choose to rearrange the balls, the joints will be visible unless each joint is connected to another ball.
