Am I reading this correctly - I would be able to put my 16-17" tall computer on the lower shelf?

Yes. It is 18 inches from the bottom shelf to the middle shelf.

Does this shelf wobble at all? I am looking for a 3D printer cart. Will this hold 60 lbs?

It will definitely hold a 3D printer. I got it for this purpose and it's perfect. I have a fairly large, Dremel 3D40 on the top shelf and then tools and filament on the lower shelves. It's not wobbly at all and will hold far more than 60lbs.

How do you adjust the top shelf height? Can it be set to heights anywhere between 32-41"?

It comes with 2 different size round tubes to put between the shelves on all 4 corners. The lengths are 8.5" and 14". The total height using the 8.5" tubes is approx. 35".
