Is there anything on the bottom to protect tables from scratches?

No there isn't. The bottom is a smooth unpainted pottery finish that covers 7/8 of the the unit. You could con conceivably adhere some type of protective layer. As I said the bottom is smooth and I use use it on a glass dining table as is and have had no problems so far!

Does this come with the cute little lid-shaped weight?

Yes,this item does come with a lid shaped weight included in the box. Approx 50mm (2") diameter and 25mm high (1") with the "Le Creuset" name imprinted on it....

Is this sized for regular sized napkins (bounty) or for smaller cocktail napkins? Thanks...

"Regular" is ambiguous. It is square. It fits 6" X 6" paper napkins with no problem. Perhaps 6-¼' X 6-¼" also, but I have none of them.

Does he come with the cap to hold the napkins?

Yes. Mine came with a mini replica of a Le Creuset stock pot cover as a holder. Very cute.
