This is more a 24, I am 42 c on top it was a lil snug didn't need a bra. The skirt had plenty of room. It's beautiful I got lots of compliments.

Idk, I'm 5'4" and I don't remember it being too long for me. It might be a bit too short. I was around the same weight when I wore it so I don't think it will be too tight, though!

Q: Does this come with the dress AND the pull over/cape?

It does not have a pull over/cape. The sleeves make It look like it has a pull over but those are attached to the sleeves. It includes the dress and the headband.
