How long do you have to apply the leaf after it dries?

There is no time limit. The 1st coat dries in an hour & remains tacky. Take as long as you want to apply leafing. I work with multiple items, like an assembly line. Leave gaps in the leafing with parts exposed for an antique effect. Unleafed areas remain tacky until you cover them with the varnish. Varnish generously.

Is this safe? (on phone case)

I gave no idea. But since this is not a resin you will be wasting your efforts because everything is going to rub off.

will the varnish protect my serving tray from water rings and stains?

Not sure.. I have used it on canvases and wooden wall decor plates.

How long should you wait before varnishing to let the adhesive cure?

One hour after applying adhesive you can add gold leafing. You can wait longer if you need to. Do not add leafing until adhesive has cured for an hour.. You can varnish as soon as leafing is done.
