I'm trying to figure out which is the best for beginners between this one and the classic figure 8 set...

I like the little forest because the train has a load to take on and off. Add a "beginner" set for more track.

Do the chuggington trains work with this track?

Yes I believe they do. We do not have any of the chuggington trains, however, I was in our local hobby shop Saturday and was looking for a switch that we needed and the owner said that Thomas, Brio, Chuggington and Melissa & Doug were all interchangeable. I found the swithch I needed in the Melissa & Doug line. I hope this helps.

Will this be a good addition to classic figure 8 set?

It will be able to expand the track a little, but it's really meant to be its own starter set. It comes with a small train, car, caboose, some wood trees, a circle of track (which includes a car-crossing piece)- about 16 pieces total (8 curve and 8 straight track pieces). I'd recommend getting one of the piece expansions they sell instead.
