Probably, but there are less expensive shut-off valves that can do that task which are available at Lowes or Home Depot. Be sure to get valves that match the diameter of the hot and cold water supply pipes.

Yes...I agree....something is not right..other valves for this exact application show 1/2" NPS ( aka G 1/2", aka "parallel threads", aka "straight, non-tapering"), so I'm confused how a tapered valve like this would tighten well with shower wands that have straight (G 1/2") treads and seal via "bottoming out" against a gasket

Q: what is flow rate when fully open (description says "100 per cent but refers to no standard)

It is half inch internal diameter, and most shower arms that it attaches to are also half inch diameter. The flow will be identical as before installation when fully open, unless you have some strange setup with a larger diameter shower arm. The biggest factors in shower head flow rate are the actual shower valve itself, and any flow resteictors inside the shower head.
